ISM-Alaska had its beginning when a small group of purchasing agents formed a loose association in the early 70s with the National Contract Management Association (NCMA); however that association was never formally recognized by NCMA. This small group consisted of mostly federal buyers whose identity has since been lost, but it appears the group was led by non-federal buyers consisting of Bill Ower, Bob Balch and Barry Jackson.

This group persisted and formally organized as the Alaskan Purchasing Association (APA) in 1977.  R.U. “Bob” Balch was elected as the first President of APA.  The APA conducted their first “Purchasing Development Seminar” in conjunction with the University of Alaska, Anchorage May 11-13, 1978. 

The name was changed to the Purchasing Management Association of Alaska (PMAA) when the group was formally admitted as an affiliate of the National Association of Purchasing Management (NAPM) on September 10, 1981. Bill Ower, a Purchasing Specialist with the State of Alaska Department of Public Safety was elected as the first president of PMAA.
